There are two aspect of this: the specific question
of 9/11 involvement and a more general one of links between Iraq
and al Queda.
As for 9/11, No evidence of close links has ever
been produced - no evidence that didn't dissolve when examined.

On the second point, al-Qaida is (or was) a movement
against compromise with what they saw as the infidel secular degenerate
west. They regarded most Arab governments as collaborating with
the West. They hated most Arab governments as corrupt and called
for their overthrow. Thus Sadaam and al-Qaida were enemies until
we insisted that everyone we didnt like must be in total agreement
with each other. Now they probably do have some connections with
each other, but it wasnt the case prior to 9/11.
As for the state of relations between Al-Qaida and Iraq being less
